as the boehner era, this is the obama e.r.a. if the economists are right and things don't go well for the country, doesn't the president have to worry about that legacy of his? >> i agree with you entirely. i have argued from the beginning that republicans should hold out. that they had more strength than they thought. that obama wasn't holding all the cards. i think he has the advantage obviously because republicans in all the policy are the ones who will take the blame. but nonetheless, the larger issue, if you are obama, is not who is popular and who is not, he's won his last election. that doesn't matter anymore. what obama does care about and should care about is his legacy. if you go over the cliff he may get a bump temporarily and the republicans will take a hit but his legacy will be his second term. and if he wrecks the economy, as he would, by not being able to remedy the consequences of going over the cliff, then he's going to have a failed second term and a failed history -- history will remember him as a failed president. now, what he probably thinks, if he can go over the cliff, the

congress, and particularly congressional republicans may actually be helping president obama out right now. everybody's always known two things about the cliff. you're almost certainly going to get more taxes in a deal after you go over than in a deal before you go over it. that's because after you go over the cliff, taxes already go up for everybody. they go up by $5 trillion. so anything you do, any reasonable deal congress reaches, it will be a big tax cut. but the other thing about the fiscal cliff is you don't want to be blamed for going over it. it is going to be bad for the economy. it's bad for the country. what speaker boehner's done is create a situation in which we're going to go over the fiscal cliff. but the people who want higher taxes, the democrats, they're not going to be blamed for it. after all, it was john boehner who walked away from negotiations to try plan "b" last week. then it was john boehner who planned to pass plan "b" that very same week. then it was mr. boehner who said it was up to the senate, someone else's problem. just from a pr perspective, what john boeh

of it was another envelope that said to 44 from 43. and then the next morning here is a picture of barack obama reading that actual note. the procession to the capitol is always a big deal. here's a picture from exactly 100 years ago. an open carriage, and that is william howard taft on the right and the new president woodrow wilson on the left. in 1933 we have a situation with franklin d. roosevelt and herbert hoover. the two of them didn't get along so well. there wasn't a lot of conversation during the right to the capitol. in many pictures the were taken that day, roosevelt can be seen leading to the crowd or smiling to the crowd or turning toward hoover and trying to have a conversation. every picture you will see hoover is just looking ahead ignoring him. there's been other times also where the president, the newly and the old, didn't get along so well and that mentioned in my book can't we all get along. sometimes the weather is a big issue. here's 1909 that is william howard taft driving together with teddy roosevelt. we can't see them, but they are in the carriage. and here is the rout

. that is the strategy right now. president obama will be working with what ma jority leader reid trying to get something through. the president wanted a big deal given the time constraints and only six days left, he conceded to a big deal is probably not possible. the goal now is just to get a gap measure to prevent the steep tax hikes from kicking into effect and the deep spending cuts. right now that is the large goal. i can tell you that competence in lawmakers is dwindling according to the latest poll. 50% of americans believe that lawmakers will be able to prevent going-over the fiscal cliff. that is a drop from seven points from december 16th. consumer confidence in the lawmaker'sability to get something done. if we go over the cliff, it could have ramifications including leading the country back into a recession. >> can you tell me or do we know whether president obama spent any time on the phone with mitch mcconnell or john boehner or the republican leaders? that's a good question and has not happened during this holiday vacation. talks between the main players here are largely stalled. there ha

and become the obama tax cuts, right? i think that's what conservatives and republicans should be most worried about from a long-term political perspective right now. i mean, in a sense, they have sort of -- they have won a particular policy battle in the sense that most of the bush tax cuts, both parties believe should be extended. right? we're talking about 97%, 98% of the bush tax cuts. you could say that's a policy win for republicans, but if those tax cuts ended up getting branded as obama's tax cuts that he passed after we went over the fiscal cliff, it then loses whatever upside there was for republicans, except, and we have to mention this, for republicans vulnerable to primary challenges, there's obviously a lot of anxiety about being, you know, the first republican in 20 years to vote for a tax increase. i think that's the big fear, that it's been so long. republicans haven't cast this kind of vote. you don't want to be the first one to do it. >> yeah, and charles, we're told the democrats may be waiting until the very last minute. maybe they're banking on pressure and the go

right, t.j., president obama has been talking about this back-up plan. he's using the power of his bully pulpit to pressure congress to get something done. the basic message is, if they can't come up with a compromise, which is what leaders reid and mcconnell are working on now, they should at least put his proposal up for a vote. his proposal would include a number of things including extended the bush era tax cuts letting the tax cuts expire for the wealthiest americans. that is a big sticking point for americans. also extending on unemployment. here is what president obama had to say on that point on "meet the press." take a listen. >> i was modestly optimistic yesterday but we don't yet see an agreement. now the pressure is on congress to produce. if they don't, what i have said is that in the senate, we should go ahead and introduce legislation that would make sure middle class taxes stay where they are. there should be an up and down vote. everybody should have the right to vote on it. if republicans don't like it, vote no. i think there's a majority support to make sure they are h

may end up compromising? >> well, the level at which taxes will rise above where they are right now, so obama's insistence has been, if you make over $250,000 a year, on the income over 250 you pay a little more in the new rates he's proposing. now, he's been willing -- it's been reported that he's gone as high as 400,000 in the negotiations with boehner. so that's a place for agreement. the other place is the estate tax. the estate tax is scheduled to rise by quite a bit at the stroke of midnight tomorrow night. republicans want to keep it low, democrats want it to go up a little bit. there's room for compromise there. and so, you know, it's not just marginal rates that are going up, there's a series of taxes that they're going to change. the thing that could not be settled today was this change cpi. essentially a benefit cut for social security recipients. that led to a breakdown in negotiations today, because republicans wanted those benefit cuts to social security. and democrats said no way. and that was the sticking point and that's when this thing moved from the senate over to
